A native of England, Hill was a lawyer by trade. Active on many organizations and committees, he was also the proprietor of the Kingston Chronicle & Gazette and the hardware business Hill & Briggs. In his role as Town Clerk, he published an acclaimed volume of statutes in 1843. Hill was a proponent of the incorporation of the City in 1846.
